You can find companies who sell truly royalty free music. To do this, the company and the composers who write for that company can not be members of a collection society anywhere in the world. Since most professional music composers who earn a full time living from composing quality music are members of collection societies (because these societies form a major part of a composers income), you may find that truly royalty free companies do not offer the level of quality production values that mainstream production music libraries provide.
